Alan Oberman, LCSW, LCADC
Executive Director/CEO

Mr. Oberman is responsible for the overall operation of the facility including control, utilization, program development and management, and the recruitment and direction of staff. He develops, prepares, and implements long and short term plans for the facility and coordinates relations with state social service organizations as well as officials in the federal and state government regarding agency funding, legislation, regulations, standards, training and technical assistance. Mr. Oberman earned a Bachelors Degree in Psychology from Goddard College and a Masters Degree in Social Work-Group Work from Wurzweiller School of Social Work. He has served in many management and clinical positions before joining JBRC in 2004, Mr. Oberman served as the Program Director for Catholic Charities from 1998-2004. Mr. Oberman shares his home with two Great Pyranees; Emma and Molly and two cats; Chloe and Sidney.

Carl Williams, Ph.D., LCADC
Director Clinical Services

Dr. Williams is responsible for ensuring the integrity of JBRC’s clinical services. He manages treatment activities for JBRC’s Residential Treatment Program, Outpatient Methadone Maintenance Program, Patient Incentive Program, Project Recovery on Wheels, Women’s Day Program, and Outpatient Drug Free Program. Dr. Williams works directly with staff to facilitate all programs and provide quality care to all clients. Dr. Williams recently earned his Doctorate of Philosophy with a concentration in Clinical Psychology from Union Institute and University in 2008. He earned a Masters of Human Services from Lincoln University and an Associates Degree in Business Administration from Steed College.  He is also a Licensed Drug & Alcohol Counselor. Before joining JBRC in 2005, he served as both Clinical Coordinator and Coordinator of IOP and Community Resources for Saint Michael’s Medical Center from 2001-2004 and has worked in various clinical positions for 23 years. Dr. Williams grew up in Trenton New Jersey, where he attended the public school system and played organized basketball.  He has strived to serve as a role model and voice for the addictions treatment field and those in recovery.


Robert Addesso MBA
Chief Operating and Financial Officer

Mr. Addesso is responsible for ensuring the financial integrity of JBRCs business activities and non-clinical services. He directs the activities of the following departments to plan procedures and coordinate functions and responsibilities: Human Resources, Finance, Information Technology, Facilities, and Culinary. He coordinates and directs financial planning, budgeting, procurement, and investment activities of the organization. Mr. Addesso earned his Masters of Business Administration from Wilmington University and a Bachelor of Science from Widener University. He gained extensive experience in the healthcare field before joining JBRC in 2005. Previously, he served as the Vice President of Operations with Syndicated Office Systems of Tenet Healthsystems from 1997-2002 and has worked in various positions in the healthcare Industry for over 30 years. He has traveled extensively throughout the United States; he has lived in New Jersey, Delaware, Pennsylvania, Tennessee, Texas, and Hawaii. He resides in Cape May, NJ with his wife and three daughters.

Barry Glasser, MD
Medical Director

Dr. Glasser is responsible for conducting diagnostic interviews and providing evaluations, consultations and treatment services to JBRC clients.  He is responsible for monitoring their medical and general treatment plan regimen.  Dr. Glasser provides onsite medical care for residential clients.  He works closely with the Director of Nursing/Nurse Practitioner and our Psychiatric Nurse Practitioner.  Dr. Glasser provides the clinical and treatment staff with up-to-date training as needed. Dr. Glasser received his Medical Degree from the American University of the Caribbean.  He received his Bachelor’s Degree from the University of Maryland.   Dr. Glasser served in the Army from 1973-1977.  He is also Board Certified in Addiction Medicine (ASAM) and Pain Management.  Dr. Glasser has been the Medical Director for JBRC since 2006.  He is also a co-owner and operator of Medical One in Brigantine, NJ since 1984. Dr. Glasser loves all forms of exercise, he has instructed Spin classes at various gyms, is especially fond of kayaking and can wiggle each ear separately. Dr. Glasser is married and has 3 children.

Earl Billue, MSN,RN,APN,C,NP
Director of Nursing

Mr. Billue is responsible for all aspects of nursing care the Methadone Maintenance Program, TB Testing, HIV Early Intervention Program, Residential Treatment Program, Outpatient Services, Infection Control, Waste Disposal, Detox Services, and licensure of all nursing, laboratory, and medical services. He monitors, supervises, and coordinates health related activities to provide quality medical care for all clients. Mr. Billue earned his Masters of Science Nursing and Adult Nurse Practitioner Program from The Richard Stockton College of New Jersey. Before joining the JBRC community in 2005, he served as the Health Services Administrator/Director of Nursing/ Charge Nurse Staff Nurses at the Atlantic County Justice Facility from 2001-2004. He has been in healthcare for 30 years. As Nurse Practitioner Mr. Billue’s responsibilities include providing medical care and treatment to patients in our facility. He performs physical examinations and preventative health measures within prescribed guidelines; orders, interprets and evaluates diagnostic tests to identify and assess patient’s clinical problems and health care needs. He is a member of the National and New Jersey State American Nurses Association, Sigma Theta Tau International Honor Society of Nursing. He is certified by The American Nurses Credentialing Center (ANCC) and The American Academy of Nurse Practitioners.

Annette Murray, BA, LLB,ICADC
Director of Corporate Compliance

Ms. Murray is responsible for monitoring the agency’s compliance with all clincial, administrative, and facilities related regulations. She monitors and facilitiates the activiites of both the Quality Improvement Program and the Staff Improvement Program. She also assists staff in preparation for City, County, and State inspections for licensing, complaint investigation, routine monitoring, and accredidation. Ms. Murray joined JBRC 1996 and since then has served clients in a number of capacities from Substance Abuse Counselor, Women Services Coordinator, Senior Counselor, Outpatient Methadone Maintenance Supervisor, to her current position as Director of Corporate Compliance. Ms. Murray holds both a Bachelor of Arts in Sociology and a Bachelor of Laws from the University of Liberia. She is also is certified Alcohol and Drug Counselor and holds an international certification as well. Ms. Murray was born in the West African city of Monrovia, Liberia. She immigrated to the United States in 1991 and a few years later became an American Citizen. She is the sixth of eight children and has one son.
